Editing at the page level, not the file level
Merging joins whole files together. This tool works one level down — every page becomes its own object you can move, spin, or discard before anything is written back into a PDF.
Why page-level, not file-level
A scanned chapter, a stapled contract, a folder of receipts — these rarely arrive in the order you need, and a simple "combine PDFs" button can't fix a page that's upside down or out of sequence.
Each page here renders as its own card: drag it to reorder, click to rotate a sideways scan, hit the trash icon to remove a page, or drop in a blank page or pages pulled from a second PDF at any position. Everything runs on pdf.js for rendering and pdf-lib for reassembly, both loaded from a CDN and executed in your browser tab — the selected PDF is read locally in your browser and is not uploaded to the AllInOneTools server for processing.
What you can change before exporting
Order
Drag a card to a new spot, or select it and nudge it with the arrows. The "Page N" label under each card updates the moment you release it.
Orientation
Hover a card and click rotate-left or rotate-right until the preview reads correctly. The rotation is baked into the exported page, not just shown on screen.
Presence
Remove mis-scans, duplicates, ad inserts, or a page you'd rather not share — one click removes it from the workspace before export.
Structure
Add Blank Page inserts a plain sheet sized to match its neighbor — useful as a chapter break or cover placeholder.
Source
Add Another PDF loads a second file's pages into the same grid, so you can interleave two documents into one final sequence.

Rotate before you reorder — an upright page is far easier to place correctly.

Click Rebuild PDF once the order looks right. pdf-lib copies each page in its current position, orientation, and inclusion state into one new document.
Check it, then download
Page through the rebuilt file in the preview, rename it if you like, and download it. Your original upload is untouched on disk.

Four positions, ninety degrees apart
Each click turns a page a quarter-turn. Here's what each stop means for the rebuilt file.
0° — Upright
The default orientation for most authored and scanned pages. If the preview already reads correctly, leave it alone.
90° — Turned right
The common fix for paper fed into a scanner sideways. One click on rotate-right applies it.
180° — Upside down
Happens when a sheet is fed face-down. Click rotate twice (90° + 90°) to bring it fully upright.
270° — Turned left
Same result as three right-rotates. If a right-rotate takes a page the wrong way, one click on rotate-left corrects it directly.
When the grid doesn't behave
Identify the problem, then use the matching fix.
Drag won't reorder a page
On a touch screen, the drag gesture can register as scrolling the page instead of moving the card.
Tap the card once to select it, then use the left/right arrows that appear on it.
Page numbers look stale after a move
The "Page N" label recalculates only once the drag is released, not while you're mid-drag.
Let go of the card — numbering updates left-to-right immediately.
Rotate does nothing on a blank page
A blank page has no artwork to rotate — rotation only applies to pages copied from a source PDF.
This is expected. Blank pages use the previous page size when available, with A4 as the fallback.
A second PDF's pages land at the end
Add Another PDF always appends its pages after the current last card.
Drag the new cards into position, or select each and step it left with the move arrow.
Upside-down scan takes two clicks
A single 90° rotation only turns the page sideways, not fully upright.
Click rotate twice, or use Rotate All if every page in the file was scanned the same way.
The grid slows down on a large file
Every card renders its own preview canvas, and canvases hold decoded image data in memory.
Work through a large scan in smaller batches, or close other tabs to free up memory.
A password-protected PDF won't open
Some password-protected or encrypted PDFs cannot be opened by browser PDF libraries.
Remove the password first with Unlock PDF, then upload the unlocked copy here.
The rebuilt file is still large
Rebuilding copies each page's existing content as-is — it doesn't recompress images or streams.
Run the rebuilt file through Compress PDF before emailing or uploading it.
Drag won't reorder a page
Why: Touch devices can treat drag as page scroll.
Fix: Tap the card, then use the left/right arrows.
Page numbers look stale after a move
Why: Labels refresh only once the drag ends.
Fix: Release the card — numbering updates instantly.
Rotate does nothing on a blank page
Why: There's no artwork on a blank page to rotate.
Fix: Expected — it keeps its neighbor's page size.
A second PDF's pages land at the end
Why: New pages append after the current last card.
Fix: Drag them into place, or use the move arrows.

Once every page reads upright, spotting where a page belongs in the sequence gets much faster.
Clear blank scans early
Deleting blank separator pages right after upload cuts visual clutter, so the content pages you're arranging stand out.
Use blank pages as chapter breaks
When combining several source PDFs into one, a blank page between each gives readers a clear signal that a new section starts.
Check the page numbers before rebuilding
Scroll the full grid once and confirm the "Page N" labels read in the order you intend, before clicking Rebuild PDF.
Keep the original file
The tool never edits your source PDF, but for anything important, keep the source anyway — you can start over from it if a change goes wrong.
Compress after a large rebuild
Combining several long scanned PDFs into one document doesn't shrink the file — run Compress PDF on the result before sending it.

Does this tool upload my PDF to a server?
No. Page rendering, reordering, rotation, and reassembly all happen in your browser using pdf.js and pdf-lib. The selected PDF is processed locally in your browser and is not uploaded to the AllInOneTools server for processing.
Can I pull pages from more than one PDF into the same layout?
Yes. Upload one file, then use Add Another PDF to load a second file's pages into the same grid, and drag pages from both into any order.
How does page rotation work?
Each page card has a rotate-left and rotate-right control. Every click turns that page 90 degrees; the rotation is written into the final file, not just the preview.
Is there a page limit?
There is no built-in page-count limit, but performance depends on your device's available memory.
Does it work on a phone?
Yes, the layout adapts to small screens. Drag-and-drop is easiest with a mouse, so on touch devices use the left/right move arrows on a selected page instead.
Can I add blank pages or pages from a second PDF at a specific spot?
Yes. Add Blank Page inserts a separator sheet, and Add Another PDF appends a second file's pages to the end — drag either into position afterward.
What happens to my original file?
Nothing. The tool builds a new PDF from the pages you arrange and gives you that as a separate download. Your source file on disk is untouched.
